B.C. “On the Move” records

Records released by B.C. Government Communications and Public Engagement in response to a request for “briefing notes and background materials prepared for Transportation minister Todd Stone on the B.C. on the Move transportation plan.” The request was submitted to the transportation ministry and transferred in part to communications and public engagement.

From the audit:

“A request to the Ministry of Transportation and Infrastructure for “briefing notes and background materials prepared for Transportation minister Todd Stone on the B.C. on the Move transportation plan” was split in two, with the ministry issuing a fee estimate for $245 within two days, and Government Communications and Public Engagement giving partial access to a large swath of records. On the one hand, the ministry handled the request thoroughly, but on the other, the fee estimate for one part shows the need to eliminate fees. Two parts of the request, for presumably similar records, produced markedly different outcomes, one many records at no cost, and other a fee estimate that would be a prohibitive cost for some people.”

The Newspapers Canada National Freedom of Information Audit is the only national, live test of open records laws in the world. It compares performance by municipalities, provincial and territorial departments/ministries and federal departments and agencies, on more than 400 individual requests.
