Oil-price impact on Saskatchewan budget a secret

The plummeting price of oil has been tough on Canada’s economy, particularly in the oil-producing provinces. While the Saskatchewan government has maintained that a more diversified economy provides protection from the oil shock, energy is still an important part of the economy.
The 2015 Newspapers Canada FOI Audit asked for “Any assessments, backgrounders, briefing notes etc for the minister, on the impact of falling oil prices on the provincial budget.”
No dice.
Saskatchewan Finance denied every single word in the records, under section 16 for cabinet documents and section 17 for advice from officials. You can read what those sections say in the provincial FOI act.
Saskatchewan was speedy in answering audit requests, but the oil request was one reason it got only a C for completeness of disclosure.
